The Tower card shows that he is missing you, but he can’t do anything about your absence right now. Thus, maybe he is in a difficult situation, he has to deal with his problem first and can’t do anything to get closer to you at this moment.
What you can do now is wait until the storm is over and see what happens. Or you can approach him yourself, help him overcome difficulties. But try not to force or make his situation worse.
